By memorials, I assume you mean naming a space or a building in honor of someone. We have a number steps in place so the process doesn’t get out of hand. We have a walking trail around our high school campus, and many memorial trees, stones, benches, and the like have been installed. This can create maintenance issues for our district grounds keepers. We have made the establishment of small memorials subject to filling out a form that is submitted to our facilities committee.
For larger memorials, such as naming spaces(fields, interior spaces, and the like), our policy starts with submission of a petition with a certain number of signatures requesting the memorial, and gives the facilities committee plenty of say into signage and other components of the memorial.
