Traditional in person graduations

Can somone explain to me why -

Hundreds of people can go to the beach, hundreds of people can go to Costco, hundreds of people can go to the supermarket but we can’t have 200 kids social distancing on a football field for high school graduation.

I am open to any reasonable explantion...

We are having a controversy in our area. A couple of supers are going with in person while the others are trying to follow the Executive Orders and Health Dept. Guidelines. Are schools holding in person graduations? and under what parameters? We would have over 500 people with just staff, students and 2-3 per family.

There is no reasonable explanation, it’s just because the governor says so...so frustrating
